Migration Facilitation Architecture

IMC-K has developed a unique bottom-up approach known as the Migration Facilitation Architecture (MFA).

This consists of 30 Migrant Information Centres, 4 Migrant Regional Centres and 1 Migrant State Centre.

Migration Facilitation Architecture (MFA)

On the ground, the 30 Migrant Information Centres (MICs) provide guidance, information and counselling services to help citizens identify potential opportunities and register them as potential migrants. The activities of the MICs are monitored and coordinated by the four Migrant Regional Centres (MRC), at the divisional level, which focus on the critical activities such as the recruitment, pre-departure orientation training of potential migrants and migration services to prepare them to live and work in the countries of destination in coordination with the State Government-run RAs. All the MICs and MRCs are integrated to the Migration State Centre (MSC) in Bengaluru which plays a critical role in driving the MFA.

The IMC-K envisages that the MFA will provide official, credible, complete, accurate and reliable information to those most in need of such information. Further, the seamless integration, both vertical and horizontal, of the Centres across the State will enable the staff managing the Centres and the State RAs pursue various processes and ensure both top-down and bottom-up communication. The processes at all levels are driven further by the Standard Operating Procedures (SOPs).

The Migration Facilitation Architecture (MFA) is ably supported by the Management Information System (MIS) that integrates all the MICs, MRCs and the MSC both horizontally and vertically.

The MIS enables

  • Registration of potential youth and the Foreign Employers (FEs)
  • Job notification by the Foreign Employers (FEs)
  • Matching the profiles of the potential youth with that of the requirements submitted by the FEs
  • Complete all the recruitment formalities and provide migration services, and
  • Welfare and protection throughout the migration life-cycle.

The MIS also would assist the policy makers in taking appropriate decisions with respect to diversification of both the skill sets and destinations. 

Migrant Information Centres (MICs)

Migrant Information Centres (MICs) located at the district headquarters in all the 30 districts of Karnataka are the first points of contact for prospective emigrants. The MICs are housed in the sub-offices of the Department of Employment & Training (DET), specifically in the DET’s YES Centres.

Migrant Regional Centres (MRCs)

The MRCs are housed in the sub-offices of the Department of Employment & Training (DET), specifically in the DET’s YES Centres. The MRCs at the divisional level perform the functions of the MICs as well. It is at the MRCs that the profiles of the prospective emigrants are matched with the requirements of the Foreign Employers (FEs) for various job roles/occupations.

Migrant State Centre (MSC)

The Migrant State Centre (MSC) is located at Bengaluru and housed in the International Migration Centre – Karnataka (IMC-K), Kalyana Suraksha Bhavan.
