To position Karnataka as the preferred State of origin for skilled, trained and certified international migrants for the global market
Mission
To institutionalize the IMC-K as an apex body that uses a multi-modular, integrated framework of institutions to develop a bottom-up skill-driven Overseas Employment Pathways that will make the process of emigration from Karnataka safe, orderly, humane and efficient, throughout the migration lifecycle through a multi-stakeholder approach. informed migration cycle for all labor migrants of Karnataka.

Objectives
- Create sustained Overseas Employment Pathways for the people of Karnataka
- Provide opportunities for the mobility of skilled manpower from the State for overseas employment
- Make Karnataka the source region for trained, skilled and certified manpower for global employment market
- Build channels and opportunities for people / youth from Karnataka to find employment globally for those from weaker socioeconomic background and provide them with relevant information and enhance the overall support
- Build a database of skilled persons seeking employment from Karnataka and align their qualifications to that of international accreditation standards to provide global recognition
- Institutionalise a multi-stakeholder approach to make migration safe, regular, human and efficient throughout the migration cycle of an emigrant

Roadmap
Public Affairs Centre (PAC) conducted extensive consultations with various stakeholders, especially with the Ministry of External Affairs (MEA), Government of India, various State Government- run Recruitment Agencies (RAs), Industry Bodies, Training & Certification Agencies, Multilateral Organisations etc., before drawing up the Road Map for creating sustained Overseas Employment Pathways (OEPs) for people of Karnataka. The Road Map is an all-encompassing document that provides direction to the IMC-K on the requisite institutional framework, across the departments, necessary to formulate a medium-to-long term policy that can enable the youth from Karnataka access overseas employment opportunities across the spectrum of occupations and sectors.
The Road Map was submitted to the Government of Karnataka in December 2017 which was then examined by a State level High Level Empowered Committee that paved way for building the International Migration Centre Karnataka (IMC-K) Framework.
