Recruitment Agencies -Karnataka (RAs-K)
The Government of Karnataka has registered both the Karnataka Skill Development Corporation Ltd. (KSDC) and Karnataka State Unorganised Worker Social Security Board (KSUWSSB) as state Government run Recruitment Agencies (RA). Both the RAs are registered with the Protector General of Emigrants (PGE), Ministry of External Affairs (MEA), Government of India. They are thus guided by the rules and regulations laid in the Emigration Act 1983 & its revisions, and are closely monitored by the Office of the Protector of Emigrants (PoE), Bengaluru.

The KVTSDC and KSUWSSB are the only two authorized Government Recruitment Agencies (RAs) in Karnataka eligible for recruitment of women migrant workers travelling to 18 Emigration Check Required (ECR) countries as per the Emigration Act, 1983.
As RAs registered with the PGE, Ministry of External Affairs (MEA), both these agencies are eligible to recruit a wide variety of skilled, trained and certified manpower across the spectrum of sectors, job roles and trades.
Why RAs-K
The State Government-run RAs in Karnataka, KVTSDC and KSUWSSB conduct the business of recruitment as per the Emigration Act, 1983 and the Rules thereof. Both are recognised by the Protector General of Emigrants (PGE), Ministry of External Affairs (MEA) and are permitted to conduct recruitment across a wide variety of Sectors, Job Roles and Trades. Recruitment of Manpower from Karnataka through both the State Government RAs – KVTSDC and KSUWSSB benefits potential migrants, recruiters, foreign employers and other manpower agencies as both State RAs are supported by:
- Assure overseas employment only with registered Foreign Employers (FE) on the e-Migrate platform
- Charge service fee as per Government norms for recruitment done
- Migrant’s profile is included in the database for regular follow-up and well-being throughout her/his migration life cycle, till s/he returns back to India
- Provide enhanced protection, welfare and handholding throughout the migration life cycle
- Ensure timely rescue and repatriation in case of any trouble or distress overseas with the help of the Ministry of External Affairs (MEA) & concerned Indian Mission/Post abroad
- Warrant eligibility through only State Government–run RAs to recruit female domestic workers
- Provide counselling and advice on various skilling opportunities through the Migration Facilitation Architecture (MFA) to suit demands of overseas employers
- Focus extensively on country and occupation-specific Pre-departure Orientation (PDO) including language and soft skills
- Dedicated Pre-departure Orientation (PDO) & Training centre in Bengaluru; similar centres shall be established at the Divisional level in the State
- A robust Migration Facilitation Architecture (MFA) in the form of Migrant Information Centres (MICs) in all districts for potential migrants to obtain counselling, guidance, skill connect and assistance with registration and explore overseas employment opportunities
- Information, Education and Communication (IEC) campaigns across the State to create necessary awareness on Overseas Employment Pathways (OEPs), importance of taking safe and legal route to migration and mobility
- A large pool of trained staff in all the districts across the State to provide necessary hand holding to potential migrants in terms of counselling, guidance and registration
- Exclusive eligibility to recruit women migrant workers, especially housemaids/domestic service workers to ECR countries
- Access to a robust Management Information System (MIS) with a large pool of potential migrants along with trade-specific database of skilled, trained and certified manpower
- Inter-institutional support in the form of an expansive network of skill providers and assessors, availability of training infrastructure for a variety of sectors
- Recruitment through Foreign Employers (FE) registered on the eMigrate and other agencies whose credentials are verified by the Indian Missions/Posts abroad
- Ability to provide both trade/job-role and country-specific Pre-Departure Orientation (PDO) through Government of India recognised IMC-K PDOT Centre located in Bengaluru. The Government of Karnataka proposes to extend this facility to other locations in the State with MRCs functioning as PDOT Centres at Kalaburagi, Hubbali-Dharwad, Manguluru and Belagavi (MIC)
- Enabling of timely rescue and repatriation through eMigrate and MADAD in case of any crisis or distress with the help of the Ministry of External Affairs, (MEA) and concerned Indian Mission/Post abroad.
Services
Both the RAs provide a wide range of services, including migration services, to assist the potential migrants throughout his/her migration life cycle. Both KVTSDC and KSUWSSNB and the network Migrant Information Centres (MICs) and Migrant Regional Centres (MRCs) under the Migration Facilitation Architecture (MFA) provide the services as shown in the image below. The costs pertaining to the Services can be obtained from either KVTSDC, KSUWSSB or the Centres in the districts.
