Creating Sustained Overseas Employment Pathways for the People of Karnataka

Department of Skill Development, Entrepreneurship and Livelihood (SDEL)

With an aim of providing appropriate skills and job to the youth and to promote sustainable livelihoods and with an objective of converging all skill development initiatives and put them under one umbrella. A new Department of Skill Development, Entrepreneurship and Livelihood has been created vide G.O.No:DPAR 164 SAUSE 2016 Date: 24.09.2016 A separate Additional Chief Secretary/Principal Secretary/Secretary is heading the department under Chief Minister/Minister for Skill Development, Entrepreneurship and Livelihood Department. Skill Development Training have assumed importance for utilizing the state’s available human resource in the state and to create better employment opportunities.

Department of Industrial Training & Employment (DITE)

The Department of Industrial Training & Employment working under Skill Development, Entrepreneurship and Livelihood (SDEL), Government of Karnataka is implementing National Employment Service Scheme (Ministry of Labour, Government of India) for the benefit of unemployed and Vocational Training Scheme (Ministry of Skill, Government of India) for the benefit of youth for getting employment or self-employment in accordance with the standards and norms prescribed by the Directorate General of Employment and Training (DGE&T), Government of India.

While the employment service is rendered through the Employment Exchanges and Guidance Bureaux, the Vocational Training Project is implemented through a network of Government and recognized private Industrial Training Institutes and industrial establishments. The objectives include:

Training Wing:
  • To ensure steady flow of skilled manpower to industries
  • To equip the youth with practical skills which enable them to seek employment or self-employment
  • To raise the quality of industrial production by systematic training of workers
Employment Wing: 
  • To promote the best possible co-ordination between manpower supply and demand by rendering assistance to be job seekers and employers
  • To promote employability of students and job seekers through Vocational Guidance activities
  • To facilitate manpower planning and analysis through effective implementation of Employment Market Information programme.

Public Affairs Centre (PAC)

Public Affairs Centre (PAC), based out of Bengaluru, India, engages in action research focussing on Sustainable Development Goals (SDGs) in the context of India. PAC is a not-for-profit Think Tank established in 1994 with a mandate to improve the quality of governance in India. The Centre is also a pioneer in deploying innovative Social Accountability Tools (SAT) to measure the quality and adequacy of public services, one of which is an international best practice – the Citizen Report Card (CRC) approach, that found mention in the 2004 World Development Report that looked at making services work for the poor. Over the years, PAC’s scope of work has expanded to include the whole gamut of research-advocacy-action to lead evidence-based research on governance across sectors, geographies and populations in India. PAC ensures that gender is an overarching theme in all its focus research areas. PAC was one of the first civil society-led institutional initiatives to mobilise demand for good governance in India. PAC is registered under Karnataka Societies Registration Act 1960 as a non-profit Society. PAC is the Service Provider to the International Migration Centre – Karnataka (IMC-K) for the period 2018-2023 and houses the Project Management Unit (PMU).

Karnataka Skill Development Corporation (KSDC)

The Karnataka Vocational Training and Skill Development Corporation Ltd. (KVTSDC) was established in September 2008 with the objective of creating one million new jobs within five years. The KVTSDC has now been re-named as Karnataka Skill Development Corporation (KSDC).

 

 

The main objectives of the KVTSDC include:

  • Design, develop and implement various skill-training programmes based on emerging trades
  • Impart training in multi-skills, considering the demand of industries
  • Assist, implement and strengthen State Council for Vocational Training
  • Implement Modular Employable skilled short-term training programmes as per the Directorate General of Training (DGE&T) norms
  • Implement various employment generating training programmes sponsored by Government, public sector, Enterprises, Corporations, Boards, Local Bodies and Associates etc
  • Conduct distance learning training programmes in association with Edu-Sat
  • Assist implement and strengthen State Project Implementation Units (SPIU) to implement, carry out, administer, manage the schemes entrusted by the Government of India
  • Specify the manpower agency for study circle and job training through highly competitive examinations conducted through Employment Exchanges
  • Assist, organise, coordinate, regulate and provide employment for Indian skilled personnel and others for overseas employment
  • Facilitate HR Consultants and global placement services through a web portal
  • Design, plan, organise, conduct and impart short term training programmes for candidates seeking overseas employment
  • To assist and co-ordinate with the Protector of Emigrants (PoE) in Karnataka for emigration and other clearances

Karnataka State Unorganized Workers Social Security Board (KSUWSSB)

The Government of India has enacted the Unorganised Workers Social Security Act, 2008 to improve the living conditions of the unorganised workers who form the major portion of the working population of the country and are deprived of the facilities available under law by providing social security. The Government of Karnataka has framed the Unorganised Workers Social Security Rules, 2009 and constituted the Karnataka State Unorganised Workers Social Security Board (KSUWSSB) during the same year.
